MCF–Willow River Release Paths

MCF–Willow River is the custodial first phase of Minnesota DOC’s Challenge Incarceration Program, known as CIP. DOC describes this institutional phase as an intensive six-month period. A participant who leaves the Willow River site commonly moves into community-based phases two and three, generally lasting another six months. That move ends confinement at this building, but it does not by itself end the sentence or DOC authority. The person may be listed as under supervision rather than finally discharged.

The correct record is the Minnesota DOC offender file. Read the status statement, named facility, Anticipated Release Date, Expiration Date, supervising agency, agent, and court-file information as separate fields. “Under Supervision as of” is evidence that secure DOC confinement ended by that date. Expiration concerns the sentence or jurisdiction under the current calculation. A future anticipated date is not proof that physical release occurred. DOC Central Records can supply historical release and final-discharge records when the public viewer no longer carries the person.

Note: Leaving the Willow River building can start community supervision, so the later discharge field answers a different question.

Confirm MCF–Willow River Release

Search the state record, not Pine County’s roster or Minnesota VINE. The DOC viewer covers adults committed to the commissioner who remain under DOC jurisdiction, whether they are incarcerated or released from prison and supervised. A final discharge may remove the public record. Match identity before reading status because prefix name searches can include former or alternate names.

1. Open the Minnesota DOC public viewer. Use the six-digit MNDOC Offender ID when known, or search by first and last name.
2. Open the individual result. Confirm birth date, photograph, MNDOC ID, name history, offense, county, and court file.
3. Read “Incarcerated as of” or “Under Supervision as of” before interpreting any date field. Note the named facility or supervising agency.
4. Compare the Sentence Date, Anticipated Release Date, and Expiration Date. Do not treat them as interchangeable.
5. Ask DOC Central Records for actual release, supervision start, and final discharge when the public result is absent or unclear.

The Pine County released inmate search distinguishes this state route from county-jail and federal records. A new sentence may take several business days to appear. If a known DOC history is missing after final discharge, absence does not erase that history. Central Records and the court file are the durable paths.

MCF–Willow River Release Records

Willow River release and sentence records belong with Minnesota DOC, not Pine County Sheriff Records. Start with the public viewer, then ask Records Management for the maintained fields that answer the question. Useful items include actual prison release date, release status or type, supervision start, supervising office, expiration or final discharge, public sentence computation, and public DOC photographs. Identify the person by full name, date of birth, and six-digit MNDOC ID whenever possible.

Minnesota Chapter 13 generally presumes government data public unless another law restricts them, but DOC need not create or rearrange information it does not maintain. Ask for named fields and a date range. When a public DOC status or release record is inaccurate, DOC provides a Data Accuracy and Completeness Challenge form. That formal correction route differs from asking an agent to explain a result.

Use the agency or agent shown in the individual viewer result when available. Field Services is not a substitute for Central Records when historical proof of release or discharge is needed.

MCF–Willow River CIP Record

MCF–Willow River is a Minnesota DOC Level 1 minimum-security site at 86032 County Highway 61 in Willow River. DOC describes capacity for up to 180 men. The facility houses the institutional part of CIP for eligible participants, including certain nonviolent drug and property offenders. Program eligibility and individual status must come from DOC. This is not a county jail, and its population should not be sought on Pine County’s live roster.

CIP’s structure explains why “released from Willow River” can be misleading. Physical departure from the institutional phase may lead to supervised phases in the community. The person remains subject to DOC rules and sentence terms. A record of final discharge or expiration answers the later question of when correctional authority ended. The public viewer’s photos, sentence data, and status help while DOC jurisdiction continues, but an old or finally discharged record may require a direct request.

MCF–Willow River Release Dates

Minnesota’s ordinary executed felony sentence for a qualifying post-1993 offense uses a two-thirds imprisonment and one-third supervised-release baseline under section 244.101. That is not an 85-percent rule. Current earned-incentive provisions can alter confinement for eligible participants, but the maximum credit is not automatic and may not reduce imprisonment below the statutory floor. Discipline, a court change, credited jail time, consecutive sentences, program status, or a detainer can also move an anticipated date.

Do not calculate an individual Willow River release by applying a percentage to a sentence. Read the sentencing order, DOC computation, and current public-viewer fields. Program participation may support earlier physical release into supervision without changing the fact that the sentence continues. The status statement is essential after the projected date passes.

Pine County Facility Release Systems

Pine County is unusual because county, state, and federal correctional facilities are all physically present. Each has a separate locator. Pine County Jail uses sheriff records and Minnesota VINE. MCF–Willow River uses the Minnesota DOC public viewer and Minnesota Haven. FCI Sandstone uses BOP records. A search should follow the facility, not merely the county name.

For Willow River notifications, Minnesota Haven is the state-prison service. Minnesota VINE connects to county jails and does not cover Minnesota DOC prisons. A family member who registers in the wrong system may miss the expected event. The public viewer remains the general person-level status check, while Haven is the notification layer for DOC custody and release events.

A Willow River departure may begin supervised community phases rather than final discharge. By contrast, release from Pine County Jail could be bond or a local transfer, and FCI Sandstone uses a federal release date. These are separate legal and record paths.

Willow River Is State Custody

Willow River's Pine County location does not make it a county or federal holding site. A participant there is in Minnesota DOC custody. The DOC viewer, DOC facility record, court file, and supervising agent form the release path. The Pine Sheriff roster, BOP locator, and USMS tracking records cover other populations and cannot confirm a Willow River departure.

This distinction matters because Pine County Jail has a documented agreement with the U.S. Marshals Service for federal prisoners. A federal pretrial person held at the county jail may transfer through the federal docket and USMS without becoming a sentenced BOP prisoner. That federal agreement does not apply to a state CIP participant at Willow River, and it is not evidence of a direct Pine County ICE detention contract.

If a name cannot be found in the Minnesota DOC viewer, first confirm spelling, former names, and the complete six-digit MNDOC ID. A finally discharged record can leave public-viewer coverage, so request the DOC history. Do not switch to the BOP locator merely because the state result is absent. Agency and sentence type determine the system.
